Financing Improvements for Clean, Sustainable Energy
The speed
of progress for clean, sustainable energy development depends to a large extent
on faster and easier financial allocations for environmentally benign energy
systems, vehicles, buildings and appliances, and on the budgeting for intensified
training for sustainable attitudes at all social strata.
Too much investment
capital and subsidies are still flowing into condemned, finite energy concepts
– to the extent of hundreds of billions every year - until governments
and the private sector understand that such investments destroy our natural
life base, which cannot be quantified in monetary terms, if a man-made climate
deterioration and the continued biosphere destruction are further provoked.
Far too much tax
money is still wasted for arms and warfare – also to the extent of hundreds
of billions every year - which should better be invested in life-supporting,
sustainable energy systems.
Such life-endangering
expenditures – totaling annually far over a trillion USD – must
be consistently re-channeled into sustainable development, and to the eradication
of crime and terror, in order to avoid more bloodsheds, and prevent ultimately
an environmental catastrophe for our descendants.
The often too cumbersome
financing process for clean, sustainable energy systems - not even taking
into account their minimal external cost - must be streamlined. The financing
of small, decentralized, clean energy systems shall be encouraged on much
faster tracks with generous grants and subsidies, instead of delays or even
rejections by bureaucratic procedures and unreasonable loan conditions.
The long-life character
of clean, sustainable energy systems must be honored with long-term loans,
rather than with short-term conditions as normally imposed by banks, putting
such systems at a disadvantage opposite short-sighted, polluting, fuel-intensive
hazardous systems.
Low-energy architecture
should enjoy preferred mortgages and building permit conditions, compared
with conventional, energy-intensive buildings, which shall be levied to prevent
them.
Requests for clean,
sustainable energy systems financing should always be treated on the highest
possible priority by financial institutions and by public authorities.
The financing of
hitherto "unbankable" small energy projects like efficiency improvements,
training for sustainable technologies and behavior, and the mini energy generation
shall be encouraged, rather than being turned down by financial institutions,
since the world trend is going from large central power stations with concentrated
finite energy resources towards innumerable small systems, comparable with
the computer trend from a few mainframes to millions of PCs and mobile laptops.
All governmental
and private budget committees, international and local banks, funds and foundations,
are called upon to take the UNISEO appeal for financing improvements in the
growing clean, sustainable energy sector seriously, and to speed up their
efforts to redirect funds from environmentally detrimental and martial uses
to peaceful, sustainable development.
The
diagram on the left illustrates again the enormous capital needs to finance
the only viable option represented by the green curve: The needed annual investments
for sustainable energy systems should be exceeding 1000 billion EUR or USD
to compensate the inevitable downtrend of finite mineral energy resources,
now absorbing shortsightingly at least the same amount - with military expenses
even twice the amount -needed to for the transition to the Clean, Sustainable
Energy Age, according to the “Blueprint” with the same title,
