Addendum to UNISEO Statute: Principles of Operation
In order to fulfill its task efficiently, speedily and with minimum overhead, UNISEO will apply the following operational principles:
1 - Coordination of the UNISEO strategy and acton plan with following priorities:
a - Establishment of a complete energy statistics and forecasting matrix in cooperation with ISO/TC203b - Establishment of a world-wide network of competence centers in following areas- Hydropower (small, medium, large)
- Wind power, wind pumping, sailing
- Biomass (solid, liquid, gaseous, energy from waste)
- Geothermal (heat, power)
- Solar (PV, heat, solar ponds, food, materials and laundry drying, solar architecture,
Solar air conditioning, solar pumping, sterling engines)
- Ocean Power (OTEC, waves, tidal)
- Hydrogen / clean fuels production, storage and applications)
- Heat pumps and co-generation
- Sustainable architecture and industry
- Sustainable transport (road, off-road, rail, water, air, car sharing)
- Muscle energy (animal, human, cycling, walking)
- Efficiency measures (insulation, lighting, vehicles, car pooling, drives etc.)
- Education, human behavior, awareness creation etc.
- Financing of R&D, projects, training
- Legal Aspects, environmental and energy law
- Energy Policy for clean, sustainable energyc - For each competence center at least one qualified coordinator * shall be assigned, who will build up
an international team of full-time or free-lance experts as much and as soon as the budget allows.
2 - The website www.uniseo.org shall be the main platform for communication and dissemination of information.
A professional team will direct, format and update the website according the UNISEO strategy.
3 - General Conferences shall bring together the stakeholders and coordinators to exchange overall views and
geographic particularities. Work sessions shall be organized to elaborate specific recommendations.
4 - Regional conferences on particular subjects may be organized by member states, NGOs and academia.
5 - A financial committee is coordinating and fostering the financing of local and regional projects by enhancing
capital sourcing from all possible investors and lenders (World Bank Group, GEF, Private Sector Banks,
Funds, Foundations, Private Donors, Governments Subsidies and other financial mechanisms).
6 - An international, interdisciplinary ethics committee is supervising the translations, applications and
revisions of the Global Energy Charter for Sustainable Development, which serves a the basis for the
ntegral implementation of the goals of UNISEO - the ultimate transition to clean, sustainable energy world-wide.
7 - To avoid a heavy personnel infrastructure with the inherent bureaucracy at the Geneva Head Office and
in order to have the UNISEO staff as closely as possible to the energy production and application, UNISEO shall
be decentralized to the maximum extent and equipped with the most efficient IT equipment.
8 - All viable sustainable energy know-how sources from governments, communities, NGOs, industry and
academia shall be linked South-South, North-South, East-West and vice versa to assure a complete,
world-wide information exchange to the benefit of all and for rapid, most economic implementation.
* many suitable coordinators exist already in the UN organization, who may be transferred or seconded to the
UNISEO Network (energy efficiency in ECE and ESCAP, wind power and efficiency at UNEP, various energy
experts at DESA-CSD and UNDP, biomass at FAO, solar energy at UNESCO (World Solar Commission),
energy project specialists at UNIDO, as well as at the at IEA of OECD in Paris and at many specialized
NGOs in the fields of Solar Energy, Wind, Hydro, Geo- & Ocean-Thermal Energy, Heat Pumps and Co-
generation Systems, Solar Passive & Low Energy Architecture, Biomass, Energy-from-Waste, Policy,
Law, Education etc.
